What is the difference between reissuing a certificate and reapplying for a certificate?

Reissue certificate: Reissuing the certificate will not change the certificate expiration time and cannot modify the bound domain name. When users encounter special situations such as server reinstallation losing the original SSL certificate file, existing certificate private key not matching the issued certificate public key, or employee resignation requiring revocation of the certificate, they can reissue the certificate.
